Case Study

Using Afghanistan's national Consumer Price Index alongside the country's official poverty lines from the Income, Expenditure and Labour Force Survey 2020, we built a pipeline that generates province-level poverty lines for both rural and urban areas every month. The food component is anchored to a Kabul-based reference basket and updated monthly using Kabul food CPI, while the non-food component is calculated separately for each of Afghanistan's areas and updated using province-level non-food CPI, preserving the spatial cost-of-living differences captured in the original survey. The result is a current total poverty line, in Afghanis per person per month, for every province and urban/rural combination in the country. We publish this analysis as a free monthly PDF report, available on our Reports page, and document the full calculation in the Methodology section of our Aid Toolkit. To put these figures into practice, we also built an accompanying Minimum Expenditure Basket Calculator, an interactive tool that helps humanitarian organizations working in Afghanistan calculate recommended cash transfer values for their fieldwork.
